I know I'm 3 years late but turns out if you have DLCs installed it won't load it's best to do it without the DLCs then add the DLCs after loading in the game and playing for a couple of hours
When you get the game loaded to the start screen hold start and select to bring up old xbox menu and go to the bottom where it says manage storage this and delete all files from the game I just figured this out lol so frustrating

You have to pour water on the disc and clean it with soap get the scratches outta the disc 😮......
