Your body is about 98 degrees so if the gelatin is still liquid but feels slightly cooler than your body temp it's ready. if it's hot dont add it

Yes it can sit out for up to 4 hours because of the whipped cream
you can try buttercream as that stays for longer time infact even for a day or two and since its winter around the world that should work.
