For whatever reason, I think that's actually his fur. No idea how they turned green though. Maybe he went swimming at the pool too often. Since the cat family all have green ears for some strange reason I guess it's naturally that way.
It was a children's picture book series from the 1960s, and in 1993 this show was on Nickelodeon and Nick Jr. until 1997. Richard Scarry lived to be 74, and died in 1994.
