I don’t think Bowser intentionally turned them feral. They were just too powerful for his army to efficiently defeat. So instead, he just chained them while they slept and ran away.

The same thing applies to flame chomps if anybody knows flame chomps they're basically like chain chomps but their enemies that you can actually jump on a kilo pretty much almost any attack and they fly and shoot fireballs and after their fire balls are gone they explode
In mario sunshine (and im sure jn other marios but this is the instance i remember off the top of my head) they have huge ass chain chomps on chains, it's just interesting, like yeah they catch some when they're already big or maybe they capture em and let some of them get big on purpose

The one in Link’s Awakening is small but isn’t held against because it’s a pet and willingly care back to its owner when you bring it back
