Yes, a large ship with built in conveyor using fuels like diesel, mechanical, hydraulic, and electrical systems is very nature.
You do not want anything to slow you down, while working. The CCP'S got this one.
It's like the guy with the water hose is just trying to make things worse.
Unfortunately there are "bosses" who will save money anywhere they can and don't really care about employees rights.
One worker here or there, China has plenty more of where he came from.

When working in a tapered ship hull with a conveyer belt below you and thousands of tonnes of material above you isn’t dangerous enough, just add water. Only in China🤪 Great video
The water is used to loosen the material and make it easier to slider. Some materials are very hard to unload without water, and it is actually much more dangerous to unload them dry - since you start to progress only exactly above the belt and the sides and top start to lag behind.
And then when the water would be useful the guy with the hose is nowhere to be found.
The water is to prevent dust going everywhere
