This has nothing to do with amazonian rainforest but instead with the rising temperature of the waters in the Pacific ocean, that sparks the " El Niño" Phenom.
It's a combination of factors. El Niño would lead to heavy rains in the South anyway, but climate change due to all the well known combination of anthropic activities potentialized the outcome.

So we can say that it would be 70% of 1/27 and not the whole country!
River floods miles upstream & gravity can't be overcome. Roads are built (aka levees) which channels already soaked land & ends up flooding lower lands. Before city was built, it flooded often. Just ask those which live on a bluff/rise near by...
