I like Wargames Atlantic. I bought some of the Death Fields Grognards and they have so many head options that you can make them look like tons of different things. They look great as French WWII solider, Death Korps of Krieg, Napoleonic soldiers. I'm personally using them as a horde of Imperial Guard recruits made to look like Prussian Soldiers, and because of all the head options, there was enough left over to also get some converted rough riders kitted out with Prussian style heads.
Correctomundo, the Forge Fathers line has a bunch of good stuff. There are the standard Steel Warrior kits that can create a few different units, like line-troops, or heavy/special weapon squads; there are the Forge Guard who wear power armour and carry heavy weaponry making them a bit of a terminator analogue (Squat Exo Armour anyone?); their Brokkrs are resin, but I've found them pretty easy to work with, although I don't have their Brokkr Bikers so I can't pass comment on those; oh and the Milita are great for getting a lot of models on the table fast, half of them can be made with two pieces and the rest have some slight posability with a couple of weapon options. Their artillery pieces are pretty good, resin again, they take a little working with hot water to get a good fit, and I had to pin a couple of pieces before I was happy with the fit, but the finished product is nice; same for the Iron Ancestor. (basically a dreadnought) I haven't assembled the Hultr Half-Track yet, but it seems like a nice workable resin, so I'm looking forwards to it. The pièce de résistance is, by far, their tanks. They're sturdy, easy to assemble, fairly crisp molds, and if you buy the top-end kit with all of the options then a bit of creative assembly will allow you to swap out parts to make all four variants (Drakkar APC, Brandr Urban Assault Vehicle, and Sturnhammer Battle Tank (with either Heavy Hailstorm Auto Cannons or Heavy Magma Cannon turret) with a minimum of magnetisation. (I used magnets to attach the dozer blade/shield, and I would recommend using a magnet to keep the turrets in place as their pegs don't go very deep into the top hatch. czcams.com/video/dYkmmBKhFqk/video.html

I'm probably getting the squats. My Guard army is compromised of mostly abhumans with a sprinkle of actual Imperial Guard units with their backstory of being conscripted from multiple worlds. I'm thinking of having each squad leader being a commissar model for added flavor just because I have a bunch of them. After adding squats, I want to find some good models for Skaven for conversion.

I think Rough Riders got Legend'ed, but if you still wanted to use them, then the Tunnel Runners might be a good option for them. The Tunneller tank ought to work in place of something like a Chimera. At a stretch, you could potentially treat a Tangle as being a multibased unit of Psykers (I think guard can take them in units of multiple models but I could be wrong) and you could use some kind of marker or dice to keep track of casualties.
Raumjäger Infantry make great Guard and am looking forward to the heavy weapons for them, plus you get 24 minis for about the same price as 10 GW minis in the standard boxes so making up a platoon is better for the budget.
Those spiders would fit into the Inquisimunda narrative adventure I was thinking out last night. Don’t WA have plain plastic skeletons as well or so that something that still does not exist right now?
The Raumjager were very annoying to assemble. Some of the arm options only worked with a certain body but their was no indication that I could see of which went with which. The Skeletons were mostly better to assemble ( & MUCH less frustrating than Warlords).
