Barring physical impairments any properly motivated person could learn to do this. But unless you've had experience with similar activity it's not something you can pick up in an afternoon. For the average person "learn" means spending months if not years of dedicated muscle and skill building in lieu of work/friends/life to get there.
***** As a tumbling coach, I'm going to have to agree with Juan. Given the right amount of proper training, anybody CAN do this. It won't be exactly the same, as everybody flips differently, but it certainly is a possibility for anybody who wants to do it.
