Maybe the reason some of the names on the tombstones are the same as the security guards is because Michael Afton (theorized to be who we play as for the majority of the games) knew the names of the victims and used them as an alias to keep reapplying to the restaurants to uncover the secrets and “come find” his father (purple guy/springtrap/William.) As for the names we can’t see, one might be Henry’s daughter and the other might be crying child from fnaf 4.

Thompson Tom Hit the nail right on the head. Although the crying child and Henry's daughter are one in the same, it's shown during the cutscene. That only leaves Elizabeth(William Afton's daughter, who was scooped by Baby), and Henry's daughter. To be more specific, I think that Elizabeth is the gravestone that's covered, since it would make sense to be alongside the other kids killed by the funtime animatronics, and Henry's daughter is the one on the hill, as a way of showing respect to her since she was the first child to be killed and brought life to the other kids that Afton killed.

Actually I think that the tombstones are related to the principal kids (Which in the animatronic "form" are Freddy, Foxy, Bonnie and Chica but you have to count the fifth animatronic that like Marionette/Elisabeth has supernatural powers: Golden Freddy)
But when the first game was out there was a theory about the kids name (example: Foxy name should have been Alex) so these names could be the original names of the dead kids and that could explain also why us players have to play in every game a different character (or night guard) when they have all the same objective; but in this case I also thought that maybe the real protagonist Michael has developed multiple personalities which are connected to the dead kids by some sort of guilt (and that would explain the names Fritz and Jeremy) that conduced him to not only hearing or seeing things but keep believing that his father is still alive (even if he actually has been in the same place more than twice, for example: springtrap is not only seen in fnaf 3 but also in fnaf4 (the Halloween special), and fnaf5 (alias Sister Location in the scooping room), and now here.
But thinking I realized something, Baby said: You don't know who your employer is, do you?
So I thought, "And if the character in this game is not Michael but someone else?" that would make sense, if you realize one of the certificate is the insanity certificate and if you think about it why would someone keep going with the business of the pizzeria other than Henry and Micheal, so there's the possibility that actually the Boss could be one of the two but I don't think Henry would to since he want to save all the dead kids so the only one that remains is Michael who has employed someone else to do his work while he continues his infinite search for his father.
But then the only tomb under the tree on the hill is the Marionette/Elisabeth one.
Now this is only a theory of mine, and I'm not sure about it and I know it's really bad (but it could actually be possible).

Really accepts his death in the fiery pit.
This ending is so beautiful and emotional. Mike accomplished his mission, defeated his killer father and had the forgiveness of his little brother. He is the best protagonist of FNAF, because he started as a jerk teenager, but redeemed himself in the end.

Fnaf Facts to help out with the theorising:
1. Elizabeth is Baby.
2. Elizabeth is William Afton's daughter.

As it is fair to assume that Charlie is the grave at the top of the hill, given who we all expect the other graves to belong to, I imagine that the fifth gravestone with the name hidden would be the younger brother, who is Golden Freddy.
Now here is a question for everyone: 5 children were killed, yet, if Golden Freddy was already possessed, what happened to the fifth spirit?
Phone guy is the oldest brother (maybe cuz he wears a foxy mask and he says during the fnaf 2 phone call his favourite animatronic is foxy) and michael the youngest

IN my country if there is a butterfly on a grave it means that the person who died is at peace in heaven. It simbolizes the long wanted freedom of the childs.
I think I know all the people who died:
First, the obvious four: Gabrielle, Fritz, Susie and Jeremy.
Then there's the one at the back. This is high chance Eggs benedict due to the long amount of text momentarily seen.
Finally, the covered one... Is the player! During the good ending (Where the camera speaks and you see the animatronics burning) You can see a thermometer going up in degrees and the screen slowly has a flaming effect. It only shows one thing: It does end for all of us. You burn with them!
I honestly think it's a blank tombstone with some scribble, kind of like how there's scribble under the names of the others. That's just my thoughts though

I believe that these graves don’t belong to the missing children, but rather the guards throughout the series.
Fritz Smith could have easily died in the 10/20 mode. While we as players can get through that, in the game's universe, the guards only have one chance, and ten superpowered robots out for blood? Poor guy doesn’t stand a chance.
Mangle's jumpscare animation and the fact that the second game takes place in 1987 hint that she’s the culprit and Jeremy Fitzgerald is the victim of the Bite of '87. While he may have survived the initial bite, fatal health problems would soon ensue.
Gabriel is Phone Guy. His name means "messenger of God", and what does Phone Guy do? He records lifesaving tutorial messages for the player.
Susie, I'm not too sure about, but keep in mind, Gabriel would have had to witness the animatronics kill someone in order to figure out what they’re trying to do. Maybe she was the unlucky guard?
The grave hidden by grass belongs to Michael Afton, aka Mike Schmidt, and the grave on the hill belongs to the Cassette Man, aka Henry.
Nobody of Importance if in that theory, susie could easily be the guard in fnaf 3.

FNAF: Help Wanted actually tells us who was murdered in order.
Susie (Chica) was first.
Jeremy (Bonnie) was second.
Then it was Gabriel. (Freddy)
Fritz. (Foxy)
And then Cassidy (Golden Freddy) and Charlie. (Marionette).
Susie was the first victim. Charlie wasn't killed until later. For prove as to why remember Afton brought Susie's dog back as Mangle and then used that to lure her away. He killed Charlie outside of the restaurant because of the missing children's incident where the place was on lockdown. Whithered Chica also says in Ultimate Custom Night "I was the first. I have seen everything." That line wouldn't really make sense if Charlie was the actual first victim when she wasn't.
In the books, she was killed in 1983 as a toddler. But in the games, she was killed as a child after the first five children were.
