A point of levity the time between 1939 and 1980 is the same as 1980 and 2021.
From 1980 the bicycle has been relegated as toys and sporting equipment. The push for helmets in the last four decades has made the use of bicycles "dangerous" activities, it is much safer for kids to lounge on the couch all day. Our children can not even walk less than a mile to school today.

During World War II, bikes were used more frequently, due to shortages of gasoline for automobiles on the "home front" [the bulk of fuel went to military operations overseas]. Do YOU have a "C" gas ration card on your windshield? Or, better still, is YOUR bike in top condition?

Haha police test for a bicycle! Periscope films are brilliant for old video footage of the war too! All the original troops training and how to be a spy is on them haha

If a question starts "Why don't they?" or "Why didn't they?" then the answer is near enough always "Money".
Paving, marking, & subsequently maintaining the extra width for bicycle lanes aren't cost free options.
