you place 2 squares on each end of what u want ur circle to be, select the 2 squares, then u go into advanced mode where you rotate these 2 at least 11.25 degrees

Make sure to use the indicated snapping, and if it doesn't work, you probably need to adjust the size of the cuboid primitive you are rotating. Hope this helps!
