It's honestly not too hard to do, and Russia and China both have the ability to destroy or disable GPS satellites should they want to. They refrain for several reasons, not the least of which is because it would be an act of war, and ICBMs don't need GPS to hit their preprogrammed destinations. The cold war ended partly due to Reagan tricking the USSR into believing that the US was investing in a massive space defense systems with lasers that could take out intercontinental missiles. The USSR simply couldn’t afford to invest in something similar. They could hardly afford their nuclear arms resources. One of the reason to why Gorbachov wanted a deal that would dismantle all of the US and the USSRs nuclear arsenal. And Reagan, going for economic chess mate, said no to such a deal.
Anyway, communism then collapsed when Hungary couldn’t afford to keeping its boarder to Austria intact. And the USSR also could help Hungary out economically. East Germans found out and began to travel to Hungary (since travel between the communist nations was way less restricted) where they rather unproblematic could escape to Austria (and then easily to West Germany). No idea to have a wall in Berlin when people began to understand it was easy to get around, and there was little possibilities to hinder people from taking the “Hungarian route”. Therefore the wall and communism fell. The western intelligence service was however “fooled” this time. They should really have noticed the increased flow of East German refugees through Hungary-Austria and asked themselves why this is.

And this is why I think you will see greater manuevering capability being built in for satellites - it already exists to maintain stable orbit, but I think some extra will be added for this contingency, especially spy satellites. At the speeds involved it will be difficult for a kinetic kill weapon to intercept, even with its own manuevering thrusters.

@@Ryan_Christopher EMP CAN be Directional. At low power. Problem with that for a range weapon is that it also Dissipates at low range. The LOWEST range a satellite can be and maintain orbit is about 1,200 miles up. Thats Very low orbit and for a light weight satellite requires movement at about 18,000 miles an hour. Orbiting in 12 hours. So would only be over US for like 30 Min.
A 10 Megaton Nuke which would give off a EMP WAY bigger than we can control. Would have a range of 1,000 with 1,500 as the outside very low effect area. That would not be more than enough to Jam Some radio frequencies. Disrupt Cell service ect. Would not really effect most modern tech outside of some temp Communication disruption. As most is at least Lightly Shielded. (EMP can also happen in any Explosion with high Electricity. Like a Transformer Blowing But the Range is super short.)
Now the Thing to watch out for would be a 10 megaton or more nuke Detonated 200-400 miles up. That Could be REALLY problematic. That is the EMP pulse military is actually worried about. But Launching a Nuke or aiming one well from a low orbit satellite would be insanely hard. And it would have most likely been damaged or Burned up in Atmo before reaching the height. Not to mention that it would be way to heavy to have on a Low orbit satellite.
I agree with Neil. Something else is going on. It eaither has a different purpose than we think or its mostly just to rile us up with Russia shaking its fist.

So Yeah. Not likely. If its a Low orbit Satellite. Its moving at least 18,000 miles per Hour. And has weight limitations. And it would be at LEAST 1,200 miles from the surface. It would also have a strike window at about half hour a day at most at predictable times unless it doubles the Distance. Which would make it comparable Launching from Main land as far as distance and time are concerned. For it to be a Reliable launch platform it would need to be more of a stationary Orbit. That's 22,000 miles up. 4 times the distance of Middle of Russia to middle of US. And would give us twice if not 3 times the warning time.
EMP also only travel about 1000 miles even in a vacuum and still be effective. 1,500 at the top end and at that distance it has little effect besides on older unshielded tech. So as an EMP Device it would be an Incredible Expensive and Over done thing to knock out Cell service for half the US for like.... a Day. Would not even effect most military tech as we have had EMP shielding in that since like the 90s. Hell my laptop from BESTBUY has enough emp shielding to handle that. Most modern cars do to. I said Cell because that is the most Fragile. And it would most likely be back up in a Day. 2 at most. And the military does not rely on it.
Most likely its in response or partially response to the Star Link Satellites being used in Ukraine. As a First strike weapon its pretty Stupid. (Though it IS Russia. So .... They might be dumb enough) Most likely its either a long term Surveillance that required the power. Out there to take out other satellites. Or really just an attempt to spook us.
Also everything I said is able to be Googled. EMP range and Orbits and all. Its all been data we have had for decades. Its not hard to figure out.

Both the Russians and the USA have used nuclear decay-based power plants from time to time in space for decades. This was for projects that required a higher consumption of energy than solar alone could provide. As both countries have developed solar cells with increased efficiency the use of decay-based power plants has decreased to the point it is rare. So what we are looking at is most likely a space-based anti-satellite system that either uses a high energy laser or radio energy burst that would require an extended period of time to recharge via solar energy.
