Humans will always find a way to other each other and yes that bit is as old as humanity itself, but the idea that you can look at a few surface level physical characteristics and say people who look one way are "more evolved" than others is only as old as European colonialism. It's not that whites are worse than other groups of people in terms of discrimination but that that imperialism created a globe-spanning hierarchy that positions people with white skin as superior to everyone else. What liberals mean to say about this is that while it is possible for people to reject and ostracize you for being white, the monstrocity that is racism is so much bigger than that. It's not the only example of systemic discrimination in the world, but it is arguably the worst and definitely the most prominent one in Western society, which we actually have some influence over as opposed to caste or tribe or creed.

Well, what they actually believe is that you can't be racist toward a group with hegemonic power, because racism = prejudice + power.
So if you're in a country where white people aren't the dominant power group then you can in fact be racist against white people, even according to people who subscribe to that definition of racism.
