smps fluctuation fault have many causes. basically it happens when smps controller is unable to find feedback or some over voltage or short circuit protection is active, in this condition we have to search the root cause of the fault based on nature of fault

it is a TOP214 based flyback converter power supply, in this power supply that output was varying 0 to 1 volt instead of 5 volt. the output was unregulated and fluctuating. top214 ic was unable to receive control voltage (feedback voltage). one zener diode was short circuit in secondry side, which was causing to drop all the output in secondary, so TL431 was unable to find feedback voltage and optocoupler was inoperative, that was the main reason that the optocoupler was not allowing to pass the vcc auxillary voltage to the control pin of the top214 smps controller ic.
i explained the functional description of the circuit with circuit diagram & datasheet. so the troubleshooting becomes easy when we repair with schematic
