Group accused of stealing $300,000 with skimming devices in Massachusetts, other states

Several people have been arrested for allegedly installing "skimming" devices on ATMs and at store checkout points in Massachusetts, Rhode Island and at least four other states. WBZ-TV's Louisa Moller reports.

Two of them were previously arrested for doing this in California and Tennessee. So why weren't they locked up, instead of free to do it again on the other side of the country?

Probably 2-3 years in jail. And 2-3 years goes by fast. Essentially if they got a job it would have been the same if they made 100k for each year for the 300k they stole. Our justice system doesn't make sense. It never punishes people. Only encourages them, that's the crazy thing.
