The song, in fact, was not written for Elis Regina. Paulinho da Viola won a music festival with it in 1969. Now, about the song
It's a dialogue. Two friends met on the street, after a long time of not seeing each other. Both are in a hurry, and they talk while the traffic light is red (that's the meaning of sinal fechado, sinal is traffic light and when it's red, we call "sinal fechado", litteraly closed traffic light. When it's green, we say "sinal aberto", litteraly open traffic light).
The song has many interpretive layers. You can interpret the song as a criticism of the hurry of the modern society, but it's much more than that. Remember that the song was released in 1969. In december 1968, the military government instituted the "Institutional Act Nº 5", known in Brazil as AI 5 (ato institucional nº 5). This was a government decree that established the censorship and the persecution of the citizens against the military dictatorship. The government revoked the right to a lawyer and the right to habeas corpus, and a group of people could be taken into prison just for being together on the street. So, the song also talks about this fear, and the piano arrangement creates this atmosphere.

Paulinho da Viola escreveu essa canção na década de 60, mas letra e melodia continuam tão atuais quanto na época. Apesar de ser um sambista tradicional, essa música é completamente experimental. Naquele tempo, se interpretava a letra como a dificuldade das pessoas se expressarem no período do AI-5. Hoje, esse clássico da MPB nos fala sobre o encontro de duas pessoas que já foram íntimas, mas não se veem há muito tempo e por acaso se encontram em um sinal fechado.
Para entendê-la, entre na música, coloque-se nela. Você está no trânsito e o farol fecha. Olha para o lado e vê aquele amigo de colégio que conversava bastante só que, por qualquer motivo, acabou sumindo da sua vida.
Quando o vê, a primeira coisa que lhe veem a mente é,“Será que eu falo com ele? Será que ele vai se lembrar de mim?”
Essa convivência forçada com um (des)conhecido que Paulinho da Viola vai mostrar.
Não é uma canção fácil de ouvir. Não tem uma melodia agradável e causa desconforto, só que é exatamente o que o autor procura passar, pois é isso que acontece quando você se encontra em uma situação como essa. O que vai marcar a música é a tensão. O jeito que a letra é escrita, reforça a música.

No final das duas primeiras estrofes está a grande sacada da canção. Você está falando com aquele (des)conhecido e percebe que o assunto já esta acabando e não se passou nem um minuto! Então você diz: Quanto tempo... como se fosse uma desculpa por não ter mais o que falar. Nesse hora acontece aquele silêncio que dura segundos, mas na sua cabeça parecem horas. Um silêncio, que só será cortado quando alguém puxar um novo assunto, que vai durar tanto quanto esse.
O que Paulinho faz é colocar o silêncio na canção. Sempre que ele diz “Quanto tempo...” a canção para, como se a conversa tivesse mesmo acabado, e depois volta com a tensão que a caracteriza.

Agora, ambos tentam arranjar desculpas por não se encontrarem e compreendem um ao outro. Na canção, note que quando é dita a frase “Oh! não tem de que”. Nessa hora, ela ganha um tom cordial, ele utiliza um Sol maior para dar uma quebrada no andamento, tirando um pouco da tensão e reforçando a ideia de compreensão que já foi passada pela letra. Um deles diz para se encontrarem qualquer dia desses. Com essa frase, a tensão da música volta com uma levada menos tensa do que normalmente é, mostrando que os dois pretendem se encontrar, mas o “Quanto tempo” volta a aparecer, e a tensão volta, o que da a entender que esse encontro não vai acontecer.

Para finalizar, um deles tenta a reaproximação verdadeira dizendo que precisa beber, e pede que lhe telefone, mas ele é rapidamente cortado pois o sinal esta abrindo e está na hora de acabar a conversa. Ambos prometem não esquecer, mas os dois dizem adeus, que pode significar, que nunca mais se encontrarão. Quando a canção está chegando perto do final, a levada dela parece ficar mais rápida, mais acelerada, reforçando a vontade deles de ir logo embora e acabar com esse desconforto por que estão passando.
Paulinho da Viola fez essa canção talvez pensando na falta de liberdade de expressão, mas uma vez que ela é divulgada, cada um pode ter a sua interpretação. Nessa música, ele tirou um pouco da característica de samba que marca toda a sua carreira para dar um tom mais clássico.Com ela, Paulinho venceu o V Festival de Música Popular Brasileira da canção em 69.

Na minha interpretação da música, são um antigo "crush" que se distanciaram e por um acaso se esbarraram em um semáforo (podiam estar a pé esperando o semáforo abrir e cada um ir para seu lado).
