This guy is called Royale, or "R. Royale", and also goes by the stage name Hu Hei meaning "Black Tiger" in China. He posted here a few comments down, and you can listen to the actual mixed version of this song, which is called "Chikako" and was released on CD in 1999 by Random Groove Music. It autoplays on Royale's site, and you can download the raw 89MB WAV from the page by viewing page source.
You can find more on him by searching "Royale Is Hu Hei". He moved to China to pursue his music career, lacking understanding of the differences between communist and capitalist culture, and worked there as an English teacher.
However, he's also written and published two books in China. One about the perspective of a black man in China and his experiences there, and another called English Magic where he and wife teach English to Chinese students.
As far as I can tell he's still doing his thing, but may still live in China right now.
If you search through his various channels, you can find really grainy blocky video footage of him doing a Michael Jackson tribute, performances at Pepsi-branded talent shows, and some performances at a Chinese school.
