John Abram - you have to enable it as a preview feature in Power BI Desktop. Go to File -> Options and settings -> Options, and in the GLOBAL settings go to Preview Features option. The Decomposition Tree visual should be one of the available options there. Or just wait a moment and perhaps we shall see this visual generally available in some of the next releases of Power BI Desktop ;-)
