Carly's character feels like she loves Sam and actually has purpose to be with him. Unlike Megan who looked like she didn't want to be there for him. In fact Carly is based of the g1 counterpart who was also the Witwicky kid's girlfriend
Megan's character Mikaela did show that she cared for Sam and supported him. Even comforting him when Optimus died. Mikaela was more based on Carly in G1. Being very tech savvy and good with mechanics. Rosie's Carly was G1 Carly in name/hair color only. She was for the most part useless and didn't do anything to really help the Autobots aside from confronting Megatron. But, that was really meant for Mikaela and would have made more sense for her. Mikaela used her tech skills to help the autobots, even to get herself and Sam out of danger several times.

Now, it may not be in the same league as computer skills, but mechanics and working with parts: engines, wires, different tools is still a form of technology. She used those skills in the beginning to look over Bumblebee when he stalled when they were driving, she used the drill saw to save Sam from the Decepticon drone. She used the towtruck to save Bumblebee and get him out of danger in the final battle. In the second movie she used those skills to hotwire the car so they could escape from Alice the Decepticon pretender. And yes Mikaela does resemble G1 Carly more in terms of characteristics.
