That's not entirely true, in the anime yes we saw a charmander at risk of dying in the rain, but that's not because its tail was going out, a healthy charmanders tail will burn just fine even in the rain (as stated on bulbapedia) its tail represents its health, and will go out on it's own if it is too ill, is forcibly extinguished, or has nothing to burn, since its tail burns gasses produced internally if its dietary needs were unmet for long enough it would burn out, eating after this time would allow it the chance to survive but not relight the tail, the charmander in the anime was weak, gary said that clear as day, but maybe he didnt mean it as weak in the fighting sense, but weak in the "not strong enough to keep living" sense, the closest we get to confirmation that a charmander dies when its tail runs out is in the gen 1 dex where is says "it is SAID" there is no actual proof it would die if its tail burnt out

Perhaps the "char" form is for royalty, the kangaskhan form are the commoners, and the marowak form are lonely outsiders who had nobody to light their fire or protect them from the elements, cursed to be alone, the bonekeeper pokémon takes that form as a last-ditch survival trait when it has no colony to play a role in. That survival trait being a deliberate cutting off of a decimated sub-par bloodline that can only weaken the stronger colonies who aren't failures and dead. It's the survival of the species that matters most.

I think cubone is most likely a baby kangaskhan. The spikes on its body matches an adult kangaskhan, and if it were a charmander, it would die when its fire goes out.

The concept of certain species of pokemon becoming a new species by trauma or events is actually a pretty badass idea. Just like animals today so many theories about the origins so that’d be dope to see Pokémon’s introduced that evolve to certain species with certain criteria met.
