Not always true. Some bullies do it ONLY for the ENDORPHINS that get produced by exercising power over another person. I tested this theory on myself some years ago. I was walking down a narrow sidewalk and coming my direction was a man who was smaller and less strong than me. I decided to put my theory to the test so I played "chicken" with him and did not step aside. Sure enough HE DID and had to step into the street to avoid me. I got a very mild endorphin rush from that.
I think some bullies just enjoy the variation on "runner's high" that dominating over another person gives them. You would not automatically assume someone was mentally weak or had low self esteem if they did certain drugs or exercised or skydived to get a natural high. I think a lot of them just want the high.

It's criminal how underrated Kateryna Bratchyna is. She's one of the few actresses in DramatizeMe/LoveBuster/BeKind etc. who is a true chameleon. There have been stories I've seen across all three channels where I hadn't realised that it was her until just towards the end. That's the sign of a performer who truly embodies the character they're playing. She completely stole the 'Racism in the workplace with the shredder' one (I can't remember the exact title) as the Amanda Tanen from Ugly Betty-type moody, indifferent office worker. Tania Lav, Tetiana Malkova and the two Alexandras get lauded so much, and rightly so, but Kateryna should get the same level of praise as them.
She is so good playing these sorts of roles, comes across so powerful. Hate it when she's the nasty person.
