Was it just me but before the whole move the pawn but didn't press debacle (which he actually couldn't do as queen was checking king) but the girl could have won by just moving her castle one square left checking the king. The rook was covered by the Bishop and the other rook was stopping him moving left. I'm not the best chess player but it looked pretty obvz. Correct me if I'm wrong

The rule you described does not apply if he's made an illegal move (putting himself in check). The player can correct an illegal move before he stops his clock, even if he had let the piece go.
