This video demonstrates the proper method for making a molar solution. The example is for making a 1 M NaCl solution and includes weighing the material on an electronic balance and measurement of 100 ml of total solution using a volumetric flask.

It's called weighing boat. Very light weight and thin plastic that looks like a boat, hence the name. Usually used to weight things on a balance in a scientific lab.

How do you know that that is 1 Molar?
You look at the molecular mass (AKA RMM, molecular weight) of sodium chloride. It's always 1M = 1L.
How can I prepare a 0.001M NaCl solution?
dilute it 1000 times or weight out 0.0585g into 1L
take 1 ml of it and make it up to 1000ml.
