We have multiple subscription and we want centralised management of NSG flow logs in storage account in a single subscription. So, when we are trying to implement the same. The NSG flow log deployment fails with error.
Storage account '/subscriptions/xxxx/resourcegroups/rg-flowlogs-001/providers/microsoft.storage/storageaccounts/stgflowlogs001' is not accessible yet. Try again when storage provisioning is complete."
The firewall settings of the storage account is set to enabled from all network and is in the same region as the NSG.

There is no binary answer for this question. It depends on how much you use it. I'd suggest using budget alerts when you first set it up to keep an eye on cost.
