I can sorta answer that with the national team policies. India only allwes players actively living in India or playing in India to represent them in international sporting events. North Korea on the other hand, only allows athletes that represent the nation to live outside of it for a maximum of a 7 year period, and therefore most of the North Korea squad actually have experience playing in European football leagues at high levels. Mostly in Switzerland, Russia and Serbia, but most of their squad have played a Champions league or Europa league match. North Korea's national squad failing is that the government tells the managers who their squad is going to be and what tactics they need to do (most of the time the current Popular strategy in Europe, like currently they try to mimic Pep's City) but the players and strategies normally do work together. Alot of the time they play their players out of position to achieve what they've been told to play.
