The botrk isn't a pick for damage over krakenslayer. If you're curious why these specific item choices what do they all have in common? Movement. Botrk snares on first hit, followed by a q they will continue the snare with iceborn, wits end gives you movement on hit. It might even be worth considering swapping out terminus with the new black cleaver. 5% less armor pen but more health and movement boosts on auto attack (no nerf for ranged anymore). This kind of build is designed around fighting traditional bruisers and tanks top lane because if played right they should never be able to stick onto you long enough to kill you

I love the on hit build. I play it every game it feels right. AKA anytime I think I can spend enough time in auto range.
My only issue with it in general is if my team has created a monster somewhere else on the rift I personally find it harder to carry 1v9. I don't exactly think I carry 1v9 better as AP exactly, but what I *can* do is stall the game till my behind teammates come online. #WeScalingInHere
TLDR On hit is my favorite build for having fun when I play but AP offers me consistency like a warm security blanket.
Have you considered trying lethality Teemo this season? Tons of move speed on it which our boy loves, but I haven't tried it. I know I cheesed lethality Teemo a few times last season in norms after watching a video you did of it then because it legitimately felt broken despite lack of synergy because lethality was so strong a stat.

This build works if enemy tean dont have normal asassins. But... if they have one or two asassins, and they have some feed... this build become useless. Teemo just dont live enough to deal damage.
There is litteraly tank options in this build plus assasin can be somewhat mitigated by either teemo speed and his masterful disco moves or by the team
But yeah going t2 tank boots would be prefered if multipled os threat i guess
