The winter village thingy by steve's is actually in silverglade village, in the plaza there! There's also a toggle for sleighs on the right side when you open the map!

For the winter village trailers they are at every like town place, if u open your map and then scroll to the bottom you can select to see the winter village transportation thingies. Hope this helped xx
