Try to hunt early morning. Set your switch to 5am onwards. Found 6 bears when i hunted for my villager.

Tag I don't know if anyone's suggested this already but could it be a personality type issue ? Maybe you already one or two of personality type the same as beardo on your island, which would push him to the bottom of the island pull list . Worth checking your villagers types out and seeing if you need to boot someone else in order to get the chances higher . X good luck x
This theory has been debunked. I think maybe by Tag himself, I have 4 lazies on my island and I find lazies all the time. The islands are random
