no one can control what random anonymous people/ trolls/bots from anywhere in the world say on Twitter, I don't think you'll ever be able to tackle that unless Twitter do something, even then, they can't stop it before it's sent, unless they have some filter that checks tweets before they're sent, which I doubt they'll do, but you can work on asking them
