Internal short circuit. The tachometer looks to be working properly, but a crossed connection somewhere on the cluster's board is giving unwanted current to the speedometer.
That's lax but better than usa apparently not all states have inspections. I'm amazed at both of ya because in new Zealand it's annual for cars 10 yo or younger, then every 6 months after that. I've never been rich enough to own modern cars though. And if it fails inspection you can't register it and get fines and points on licence for expired tags.

I have a 2014 BMW 320i, drives normal except for when I put it in sport mode. When I floor it it sputters and kinda falls on its face and won't go into the next gear. Already replaced plugs and coil packs and MAF sensor. Any ideas ?
Why would make the van 2 wheel drive. There not saving gas cuz the computer is programmed for awd and the same gas mileage as a 2wd. That is the only vehicles I will own is awd.

No we don't. You need a full Ministry of Transport inspection every 12 months, or you car is off the road. End of. Rust, worn tyres, engine emissions, lighting, (plus more.) all must meet minimum specifications. @@blumobean

Advice from someone who just bought a used car. Get the safety done for the car somewhere you can trust they won't take money under the table. Got a 08 civic from an old dude who took good care of it. Safety was good cause I chose the place.

Judging the miles on the Trailblazer, probably a speed sensor gone faulty. If it's not that, than the cluster itself is going to shits.

In many US states as well, but other states don't require it.
