Regarding the rear tires, can it be driven in Cali and some other states due to it sticking out that far ?
Should be fine. Some police might give you a hard time.

How much to convert a Chinook from 2wd to 4wd?
it's an expensive one since the trans needs to be rebuilt. About $38k all in
