Umm....isnt it the job of a country's military to defend the borders? Civilians should not do this.
Civilians' lives are chips for politicians' power bargaining. If someone is injured or even dead, I bet the only effect is to pave the way to the power of some "strong" politicians in PH. That's the simple truth of democracy. They don't really care about so-called territory because they are not going to sail and fish.
I can hardly imagine anyone who really cares about civilians' lives would turn down the negotiation and buy into the US's lip service. Dare the US really wage wars with China? No, their top diplomats said repeatedly that they are not seeking conflict with China. So, why would PH believe that someone else will shed their blood for you?
