Red and Green being deathly afraid of ledges is a good explanation of why can’t just climb over them.
They probably warned the others about the danger of ledges, so now no one can climb over them.
I think you can use the hopper bike to hop over ledges in Pokemon Ruby, Sapphire, and Emerald back when Gameboy Advance was a thing. And before you ask, yes, I AM old enough to have played it new. I'm old and I'm a total nerd. My teenage daughters call me "Old Man Pops" and tease me about it every time I break out my GBA or GameCube.

@SMD sth91 there are pokemon that can see the future. All professors will receive a Zatu and an Alakazam to translate zatus words into their native language on paper upon receiving their diploma. Professors exclusively use it to harass trainers who receive the pokedex from them because they are bored while the trainer does their job for them with no pay.

My theory: spiked fencing was also a major factor in the Dad's death. He tripped on the base, lost balance, and fell slightly to the side, landing on one of the spikes.

In the games (R/S/E) your chosen character will always have Norman as the dad and your rival's dad will always be Professor Birch. So no matter who you chose the main character's dad will be present only in R/S/E.
I said 'Just not May' because in the anime May's dad (Prof. Birch) is canon. And also because I always chose Brendan as my character lol

If the protagonist can’t ever handle tiny ledges, how are they able to handle stairs?

This does explain why most buildings in the Pokemon world usually only have a single floor, or use elevators, teleporters, trap doors and more if they have to so much as add a basement or second floor.
Clearly, to be a trainer, the real test isn't being 10, having friends, or a genuine love for pokemon or whatever, it's living on the second floor of a house for a few years and not dying.

I always just assumed the ledges were much bigger than this, like 3 or 4 feet high, so too big to comfortably step over and would require climbing for a child.

Now I’m just imagining a father panicking upon discovering that his wife gave birth to a protagonist, knowing that this will be his fate. He takes a shotgun and tries to end the baby’s life before his own was destined to end, but he just couldn’t bring himself to do it. Eventually, he accepted his soon-approaching death and decided to raise his child for as long as he was able to. Just like the other fathers that came before him, and all of the rest who were to come after, he was tragically slain by the ledge. The protagonist ran to the now lifeless corpse of the father, trying desperately to wake him from his eternal slumber. The mother only stood and wept, knowing exactly what had happened to him. Two weeks later, they had a funeral for the father and everyone in the small town attended- all except for one person. Professor Oak stood watching the funeral from a distance, a smile slowly forming on his wrinkled face. He calls the ledge back into it’s Pokeball and puts it back in his bag. As the professor walks back to his house, he pulls a pen and a neatly folded piece of paper out of his back pocket. He unfolds the paper, revealing a list of names written in messy handwriting. He crosses off one of the names on the list, puts it back in his pocket, then looks up at the sky. As he stands there momentarily, feeling the cool evening breeze on his face, he reminisces about the past. The thought of his own father popped into the professors head- how he had told Oak that he just needed to run to the Pokemart to get some milk and cigarettes but instead ran away with a girl twenty years younger than his mother. A few days later, the professor, who was only 8 years old at the time, walked into his mothers room to see her dangling from the ceiling fan. He grew up hating his father and hoping that he had died soon after leaving them. At 20, he received a letter from his father- the only one that he had ever received from him. It stated that he was in the hospital and needed to have a kidney transplant, but there were no donors. His father asked that he give one of his kidneys so that he could live. Oak, despite all the things that his father had done to hurt him, still felt like he had to help him. The professor went to the hospital where his father was staying at and underwent the operation. As soon as he was able to walk, he went to the room where his father was staying at. As soon as the professor entered, his father started getting angry at him- telling him that he isn’t needed anymore and that his organs were the only useful part of him. The professor was shocked by his reaction, but his shock soon shifted to fury. In his anger, he sent out Charmander and set his father ablaze along with the rest of the hospital. Any evidence that Oak was responsible had been burned along with his father. The professor suddenly realized that he had been standing there contemplating for so long that it had become dark outside. He quickly made his way back to his home, prepared a quick dinner, then went to bed a little bit early. He knew that he had a busy day ahead of him tomorrow.

leaf bumped into red in the "Pokemon center" side of the ledge, and his hat fell to the other side, therefore he can easily pick it up by simply jumping over the edge normally, the issue would be if his hat was on the "pokemon center" side of the ledge and he was on the "route" side of it, in which case he'd need to pull out his charizard and fly across (this is clearly FRLG since Leaf exists, so Charizard *can* learn fly unlike in RBY)
