Every small town in California should be building several of these. Fill them during the rainy season and just store the water for the fire season. No need to treat the water, it does not need to be potable, just use it for fire fighting.

In 50 years it never had more than minor mostly cosmetic damage while other homes around his were practically flattened. While water towers tend to look a bit different in my country (The Netherlands) it's not uncommon for them to be turned into homes. There's one nearby my home in a village that is one. It does require some steps to get to the first floor though :P .
