Because it's not a dub, it's basically a guy that reads subtitles for you aloud. You can't hear the original dialogue in actual dub, behind the iron curtain or not.
the point is that you can hear original voice acting/actors while the reader translates what they are saying. so you can still hear the emotion and tone in the voices
