Naruto is stronger than sasuke during the final battle. The whole fight sasuke was trying his hardest to kill Naruto. Naruto admitted to not wanting to kill sasuke. Sasuke had to use the tailed beast chakra in attempt to kill naruto but still failed to do so. Naruto is strong as heck. Sasuke my favorite character though. Dude has some sick abilities.

That being said, Naruto is literally the -only- one capable of pulling off world peace by way of simple logistics.(multi shadow clone) Further, At this time Kakashi really was the only one qualified to become hokage at this point, he brought wisdom, talent, and power to a whole new level being capable of battling tailed beasts with zero buffs.

Naruto was actually stronger than Sasuke even after having all the tailed beasts energy, Naruto had so much more power after receiving the nature energy from Kurama's clone, Naruto needed 3 Kurama clones to fuse into one, you can see that in the anime, how one Kurama was not enough for all that power, he had 3 Kuramas become 3 bodies in 1 because it was like at least 2 x more than Sasuke's power, Naruto was stronger than Sasuke, no question.
Except Naruto also had all the tailed beasts chakra hence his six path sage mode and also the reason why all the tailed beasts are able to meet inside of him. Also, let's not forgot he had clones gather chakra for him as well because otherwise he was dead from that arrow.
