Adobe sure knows how to get people hooked - accessibility is insane here but it's also quite limiting - and it's still Adobe :D
No 3D export is a big no no for me

This is a similar rendering technique from the game Dreams by Media Molecule. Although Dreams renders using splats, that can give a more painterly and impressionist feel.
some of the original devs who built dreams have been working with adobe for the last 3 years on substance modeler after leaving media molecule.
Think of it as Illustrator 3D. It might be easier to do some 3D "looking" elements with this tool over Illustrator

1 year later…Adobe acquires spline 3D and discontinues neo. Spline 3D gets “performance updates” for the next decade.
And they integrate every feature in Photoshop 🙅

I seem to remember The Foundry(Modo) was experimenting with this technology 5 or 6 years ago for sculpting but nothing came out of it.
