I guess the idea is that Machiavelli is known for his advocacy of being hawkish or devious, while the point of Boo Radley was that he was completely innocent. In other words, Lorne is very hawkish/devious. But while I think he's going for humour with that sort of pedantry, it sorta just falls flat.

I realise this comment was left over a decade ago, but I still feel the need to point out that this aired a little over a year before that Placebo song was released, so I don't think he is quoting it. They're both just quoting a pretty common spin on a popular expression.
