Eventually, after thousands of iterations, Timely reached a point where he himself gained a capacity to traverse time, which set off the multiversal war, leading him to recruit first A.D. Doug to help make his technology practical, and then others to build the army that would win him the war, and become the TVA. After that, the cycle reached criticality, and became independently self-sustaining. He Who Remains erased the memories of his allies and soldiers to prevent any of them from ever breaking that cycle, and used the Loom to force the multiverse into a single timeline that would prevent any variants of himself from ever forming. Loki broke it. Well, both Lokis. Sylvie broke it by killing HWR...and Loki himself has broken it by time-slipping outside of the capacity of the systems that HWR built.
