Tobirama is much closer to hashirama than people think. Had he wanted to go full mad man and use all his jutsu (banned aswell) with his intellect and startegic acuity plus his raw power. He could without his village assistance destroy whole villages given the preparation. But this required him to be a ruthless killer and monster which was against his principals.

because it wasnt perfected Edo tensei thats also the reason why they lacked their full power, heck they were so weak they couldnt even talk, whereas the edo now kept them at around 60-70% of their true power.
