Crown estates are held in trust for what the monarch feels is appropriate use in the service of the country and the crown. The crown estate website says only Balmoral and Sandringham are owned by King Charles in a private capacity and he can gift them or sell them if he so chooses. Using properties on Windsor as a landing pad for Harry when he comes over for polo and parties is not seen as in the public interest.
