it is actually pretty easy, they have very good cameras onboard and they can see the coordinates of the point the camera is facing, some even directly say the street name. so they just call it in and a patrol can just arrest them (of course this only works if they shine a laser on a police helicopter)

Light has a tendency to expand over distance. So if you're standing pointing a laser at your feet, it looks like half a millimeter in diameter but if you shine it at a helicopter or a plane that is thousands of feet in the air, when it hits the aircraft it could expand to about 12 inches depending on a lot of factors. In the daytime it's not an issue for pilots but in the night time it can really bug them.

Playing devils advocate here: how exactly is the laser “blinding” the pilots? It doesn’t make much sense to me. I’ve been in the cockpit of an airplane. How is someone on the ground continuously shining a laser beam from the ground directly into the pilots eyes??? And how is that “blinding” them?
