You can use the option of "bcc" while sending. In any mail application like outlook or gmail or yahoo etc this option is available near the sent button. Check google for specific application instructions. You then have to copy paste all the participant email ID's in the "bcc" section. This way all will receive separate email and they cannot see other participant names.

To split the pdf -
Once you generate the pdf with all the certificates, save it and use any "online pdf splitter" and you will get separate pdf for each certificate. Just enter "online pdf splitter" in google and you will get many options. They are free to use.
To send certificate to each participant -
