If you add FLAG_HAS_NO_ROOF and FLAG_ALLOW_HATS_NO_ROOF to the vehicle's meta entry, your ped will keep the hat on while inside the vehicle.

In the vehicles.meta file. Search for the name of the vehicle. You should see vehiclename. Scroll a little and you will see under it. That is where you have to add these flags.@@OfficerCarter77
