It depends. In this case with the bus the left lane is not a turn lane. Since the bus is a longer vehicle it has wider turns, so if she was needing to turn down that road she would need to start in the right lane then swing out left into the left lane WHILE making sure it is safe to do so. So in this clip she was in the wrong, she was merging into the cammers lane and didn't signal until halfway over and after the cammer started honking. Now to answer the question on is it normal. No it is not normal and normally not allowed unless in designated areas which are marked as dual turn lanes or in instances where the vehicle needs to make a wide turn and executes it properly and safely.
Not normal, not legal, not smart, of course this is why they are in the video. We have over 280 million cars on the road so even if you see it a thousand times it's still not indicative of anything more than a small percentage of morons.

Plus with the speed that he came up, he was driving full speed and was looking to cut into the line. A driver looking to make that turn would have been slowing to make the turn, and had their left signal on. That guy was cutting the line. I know, you would have let him in, and thus made everyone wait because the entitled arsehole in the car didn't feel like waiting. YOU are the reason that traffic backs up. Cut off jerks like him and make them wait!
