Cardinals over 80 who are non-electors have almost a 0 % chance of being elected as pope. They don’t face any scrutiny/are not exposed to other electors during conclaves. Also the church would prefer a pope who can lead for a decent term/period and not a geriatric one who can die any minute. Viganò is only 4 younger than Francis whose’s already in poor health.
