Anvil maybe crazy but I'm a crazy rich Breton, with a band of mercenaries that ensure I have a cash flow to continue living on the gold coast. Of course, Anvil's only my summer home. *Starts cackling from Sheogorath's throne, while golden saints and dark seducers are twerking nearby* .
Yeah, back then when I was playing the hell out of Oblivion as a kid, I settled down in Skingrad and completely decorated the manor there. The city is a bit awkward to traverse, what with it being split in half, but it was extremely pretty and comfy indeed. And the count was the nicest guy around! Didn't even get upset when I woke him up every time breaking into his bedroom to tell him of quest developments, because the sucker never held court...
I just live on the water front of the imperial city. You can choose to live in a shack, the mansion you get as the Grey Fox, or kill off the pirates and live on your very own pirate ship. It has a good view across the lake, and is a short walk away from the main parts of the Imperial city for easy shopping. It is centrally located for travel to all points in Cyrodiil for those of us that don't fast travel. Dagoth Ur would probably live here but only after he gives all the beggars corprus so they stop begging him for money.
It's cool that Dagoth can see more than Count Indarys's race in Cheydinhal. It's a really beautiful town on the edge of some lovely forested mountains. I really like all the cities in Cyrodiil, even the ones near Farm Tool Country.

Skingrad is the comfiest city, plus it has a bakery. Anvil is pretty nice too. Bravil is basically one big slum.
