OK, let me provide a little more backstory to this, since I not only live in a PAL region, but did in fact play through this game to completion (I'm writing this before I've seen the end of the video, so I'm looking forward to your comments on the final helicopter battle, because OH BOY!).
You mentioned the developer, but not the publisher, who I'd argue is significantly more important here - that would be Blast Entertainment, also known as simply Blast!, which was formed in 2006 specifically to finance and publish licensed games, something it did a LOT in the three years it was around (since it shut down in 2009). It published over 30 of these terrible licensed games for the PS2, based largely on whatever cheap licenses it could get its hands on. Beverly Hills Cop is not only one of the more recognisable licenses it was able to grab, it was also one of the earliest - I believe it's the 5th game (of 9!) they published in 2006.
One of the most recognisable aspects of Blast! games (aside from being terrible) is the fact they're also very small - almost every single game they published was under 700MBs, so had to be produced on CDs rather than DVDs, like most PS2 games were by this point. General rule of thumb is that if the game came out post 2005 and the disc is blue rather than silver, the game on it is going to suck (though as many people keep pointing out to me, there are obviously exceptions to this!). Speaking of, if you can push yourself to finish them, you'll find the games are also remarkably short... which makes sense.
Other globally recognisable licenses they grabbed were Home Alone, An American Tail, Jumanji, Xena: Warrior Princess, Charlotte's Web and most interestingly for this video, Dr Dolittle (also based on an Eddie Murphey movie, and also not featuring his likeness!). There was also a bunch of stuff that probably isn't recognised outside of the UK - stuff like Captain Scarlet or Postman Pat.
Finally, let's talk a bit about some of the developers they worked with, because boy, are there some stories to tell there!
    - Atomic Planet, as you mentioned, have produced a couple of 'collections': the Mega Man Anniversary Collection and Taito Legends 1 & 2, to be exact. Their self-developed games are... very poor quality by comparison, mostly revolving around licensed titles that sucked.
    - Data Design Interactive are infamous for having developed Ninjabread Man and its... well, basically its reskins. If you're into bad games from the mid to late 2000s, you've heard of them. Unsurprisingly, their games for Blast! are ALSO basically reskins, which explains why they're so lame.
    - The Code Monkeys only made two games for Blast!, but their legacy went on - as well as making the infamous terrible The Simpsons Skateboarding, they would also collaborate with Dingo Pictures to produce all those awful Disney rip-off PS2 'games' that are largely taken up by stunningly bad cartoons with the odd jigsaw or card-matching minigames. Yeah. THOSE ones.
EDIT: I've been informed (by the new owners of Dingo Pictures talking about it on Twitter) that they actually didn't have the proper rights to use the cartoons. Which... well, shouldn't actually surprise anyone. Thanks to Mr Teton who brought this to my attention!
    - Broadsword Interactive didn't make many of their own games, mainly being a porting studio. They DID, however, create Robin Hood's Quest for the PS2, which... was featured on Worst Games Ever, and for damn good reason.
There isn't too much info on the other developers who worked with Blast!, but what little I did find wasn't particularly positive. One of them developed Smarties: Meltdown, widely considered one of the worst PS2 games to be released in Europe, so... there's that.
Anyway, that's enough of me rambling on. Hope this was of some entertainment value to whoever reads this!

I was actually hired to do graphics for a mobile phone game around the same time this came out. I didn't know about this PS2 game. But yeah I was told I had to draw Axel as a white guy in black leather jacket to avoid any similarity to Murphy whatsoever (so why were they making a Beverly HIlls Cop game? I guess they really wanted to squeeze some money out of the license they somehow obtained). I did it cos I was broke and needed money to move out of a hostel I was living in. The game was never released anyways and they came back to me to reskin the game for the marvel film Elektra but then updated me saying they weren't taking on freelancers anymore. I actually do have some of the assets from when I did the pixel art back then and I was given an early demo of the game from before it was cancelled. It's... kinda enjoyable if very brief but it's certainly nothing to do with Beverly Hills Cop whatsoever. :P

    2) Soldier of Fortune: Payback
    3) Chaser
    4) E.T Armies
    5) Psychotoxic
    6) Battleship
I left out a few since they feel like easy targets that everyone knows like Rogue Warrior, Rambo: The Video Game, Aliens: Colonial Marines, Haze, Daikatana on the N64.
