When one student fails the exam, it's the fault of the student. When the entire class fails the exam... well, I'm not going to outright say it's the teacher's fault, but it _probably_ is. Reason being that if every single student failed, that rules out student ability and knowledge as factors.
My profs make the exams too hard, then send an email saying “Wow the class average was lower than expected. After the final exam, there might be the slight possibility that we will curve your grades to help you all BUT WE MAKE NO PROMISES” And then at the day before the semester ends they jump in and curve everything to make sure we pass so they don’t get fired 😂

Once had the whole grade do a literacy (English) test in middle school. Only two people passed, and the teachers covered it up, and pretended it never happened. If I recall, parents also weren't told.
This reminds me of my heat transfer professor. Class average was 39! The difference between him and this guy is that my professor was proud that his class was too hard! Pro tip to any college/university admin: don’t hire computational mathematicians to teach heat transfer or fluid dynamics classes.

He had this really nice, friendly image but I was always on edge about him because once he screamed at the entire class because someone made a dumb fart joke. It was really abrupt too, he initially looked like he was laughing along when suddenly he starts shouting like he's on fire about disrespect. I make a comment about how sudden it was and he turns his fury on me and forces me to go sit in the shop with the lights turned off. I cried that day, and I was terrified of him the entire rest of the year. This gave me flashbacks to that, so tl;dr good job.
