CZECH ELECTION 2021 EXPLAINER (For confused foreigners like me!)

  • The Czech Election 2021 made international news for the slim defeat of Billionaire Prime Minister Andrej Babiš and his party ANO. But for an American, even a political junkie like me, this election was pretty confusing - numerous coalitions, handfuls of parties and even a President who's unable to perform his duties! So here's my explainer which will hopefully help other confused foreigners in the Czech Republic and beyond, understand just what happened in the Czech election.
    If you're a Czech citizen, let me know in the comments what issue was most important for you in this election.

    Ahoj! I'm Jen, Native Californian, living in Prague, Czech Republic for the past 9 years with my husband and our rescue dog Tobik. One fateful night, we drank a bottle of wine, threw a dart at the map, and bought one-way tickets to move our entire lives to the center of Europe! Everyday we learn something new, about Czech people, Czech culture, Czech history, Czech language and how to battle the Czech bureaucracy. Dream Prague started as a place to share what we learned with other foreigners living here.

    I'd like to bring your attention to the billboards at 2:28. Those are a great touch of Jen having a lot of Czech humour already, because while Babiš really put such billboards everywhere (just next to all the Alza ads - to notice that one, Alza is the greatest Czech e-shop with electronics and that green guy - their mascot - is universally hated for it being super-annoying (which is another thing the green guy has in common with our ending Prime Minister Babiš)), he totally didn't put out these ones.
    .
    The left one is the easiest - there is a common statement regarding public finance. The spray-paint below (most probably made with Photoshop anyway) contradicts the finance point with a simple "Babiš steals!" call.
    .
    The right one is far subtler - "Govern country like a family" seems like an okay-ish slogan for elections. Except that Babiš has trouble with his son, whom he allegedly had kidnapped to the war-torn Crimea (yeah, the dangerous spot where Ukraine and Russia fight for dominance), then he called his own son mental (note his son is a commercial pilot, so mental his mental stability gets proven regularly) and now before the elections, the son was striking back, "ruining" several of ANO's pre-election meetings and calling his father a liar (duh, of course he's a liar, he's a populist politician after all).
    .
    The top one is the best. The slogan is "BABIŠ NA HRAD". "Na Hrad" (i.e. "to the Castle") is a common exclamation to support someone - the Hrad (Castle) typically mentioned is the Prague Castle, the seat of Czech president. So, "Babiš na Hrad" would be similar to "Babiš for the White House" call. Except on the billboard, it notably isn't. Because the castlein the picture is not the Prague Castle, it's the Mírov Castle. And the Mírov Castle is also an important building, but from the opposite side of the spectrum - the Mírov Castle serves as one of the highest-security Czech prisons, where the most dangerous criminals are put.

    So this worked, this is so funny. I like it a lot and I have to watch it twice.
    Jen, you missed Tomio Okamura's political party, SPD. And there's one more fun thing. The pirates took STAN on board, but because we have "kroužkování", practically the Pirates will have only 4 seats, STAN won the others :D

    • @DreamPrague
      @DreamPrague  Před 2 lety +31

    • @mari.be.86
      @mari.be.86 Před 2 lety +5

      @@DreamPrague It can be said that ODS and STAN have a similar approach at some points.
      I voted SPOLU, because I was piss off by wasting money and indebteding the country, where ANO+ CSSD+KSCM, instead of solving the problems, gave money to those who do not earn anything, just to buy them. And the promise of everything for free and again to those who give nothing. Well, if someone has something for free, someone else will pay for it. So those who pay taxes and are the biggest resource for the state will pay twice and feed others. So I said NO! BTW, STAN's position suits me best. But the goal was to beat ANO, that's why I woted for SPOLU.
      In next video don't forget that another Okamura, who is completely different from Tomio, is entering parliament, yes his brother. A new wave is coming, now neither the Russians nor the Chinese will rule us, but the Japanese. Of course I'm just kidding 🐱‍👤

    • @Sharakad
      @Sharakad Před 2 lety +15

      @@DreamPrague Well STAN = Starostové a nezávislí(Mayors and independents) so they are all over place. They aren't a classic political party(as you have in USA) but mostly regional and communal politicians that joined together for the all state elections and there usually isn't anyone too radical from either side of political spectrum. STAN isn't really built around ideology but around necessity to get over the "election quorum"(party needs at least 5% of votes in whole country to get in Chamber of deputies). So they are somewhere around the center.
      Pirate party used to be center political party(and supposedly they still are). They were mainly focused on internet freedoms, digitalization of czech burreaucracy and other IT related topics and politics. They aren't as progressive left as media and certain people portray them even though they are slowly shifting there.
      So ideologically they aren't too far from each other on paper even though Pirate party has more "radicals" in their ranks.

    • @mrkv4k
      @mrkv4k Před 2 lety +2

      @@Sharakad STAN is actually ideologically much closer, than for example US Democratic party (or even Republicans). After all, there are only two main parties in the US and almost every politician is joining one or the other. If you take just the Democratic party, you can find people whou would be ideologicaly similar to politicians from ODS, KDU-ČSL, SZ (green party), STAN, Top09, Česká Pirátská strana, and even ANO and ČSSD.
      If you wanna know the difference between ODS and STAN, the first one is economicaly on the right, but conservative and second is economicaly right but liberal. The second one is more pro EU and LGBT rights (with some exceptions). One important difference is that STAN is more focused on the local politics and they want to transfer some powers from the state to local autorities.

    6:23 KDU-ČSL is also a coalition (even more so than STAN) :)
    Also, one addition - the reason why Zeman's condition is important at this point is that he needs to appoint one person to form the goverment (he can choose... or rather, he decided he can choose because the Constitution was naively written in a sort of vague way assuming that the president wouldn't be an a-hole, but he decided to take what's written literally and so he can choose).
    And normally the whole Parliament (both chambers) would have the power to strip the president of his function and split the duties among themselves and the prime minister, but the lower chamber hasn't been established (the president needs to do that) and the old goverment is still in power, so it's a complete mess...
    I'm impressed you managed to learn so much!

    • @mrkv4k
      @mrkv4k Před 2 lety +6

      The Constitution was written in mind with the president that is ellected by members of Parliament and Senate. The main problem isn't the "naivety" of the Constitution, but the change made by the Topolanek's government, where president is elected by a public vote. It's clear from the first election of Klaus, where the two running candidates were Klaus and Zeman. Zeman got only a few votes, in fact so few, that it was clear people from his own party didn't vote for him, which started his personal (and this year successful) campaign against the CSSD.
      Before that change, the system itself was pretty balanced. The Parliamentary elections are based on a popular vote with a 4 years long term. This kind of election reflects the actual "at the moment" mood of the society. The Senate elections are done by thirds (only 1/3 of the Senate changes at the time, every 2 years) and there is a two round system, where each one of 81 districts has one senator with 6 years long term. This kind of system reflects the "average" mood of the society. The president was elected by all members of both chambers and his role was mainly official, he should have been a decider or a referee. The actuall power was held by the prime minister, the head of the government; while Senate was a safeguard against rapid changes and especially changes to a constitution. Makind the presidential election a popular vote changed everything, because he became the second main political player.

      Biased information. There's no vagueness, naivity, or the need to take something too literally, the constitution is crystal clear in this matter: the prime minister is appointed by the president, period.

    • @nextghost
      @nextghost Před 2 lety

      The Constitution does, in fact, allow the president to choose the next prime minister. He gets two attempts and if both picks fail to pass the vote of confidence in Parliament, the third attempt goes to the chairman of the Lower House of Parliament. But the real problem is that the new prime minister takes power as soon as he's appointed, not after passing a vote of confidence. And the president has no deadline to make use of the second attempt so he can just stall until his term expires in January 2023 while the cabinet that failed the vote of confidence continues to rule in abdication. My personal wishes clashed with history of some political parties, with their behaviour during pandemic or simply because they promise something and then they usually do the opposite. This election wasn't "choosing with heart", but more of "choosing with head". I voted for party, that didn't disgust me with their behaviour in last few years, was honest with their voters and had quite solid program. It wasn't simple decision.

I mean for me being from Sweden and closely following both American and German politics it is so hard to understand your political landscape. I mean how is it at all possible that the western mayor wave of politics is clearly to the left (US, Germany, Sweden etc.) while Czech main frame of politics is Sooo far to that right, that not only communists, but also social democrats/ labor party do not exist (in parliament) 0-o? I mean if one would make a usual political scale for EU pirates (the way I understand) would be +/- center even in Czech Republic perhaps with just a slight tip to the left. @@jammmy30 The communists and social democracy were part of the government last 4 years, but they screwed themselves. A lot of concessions to the ANO majority. They gave money to the elderly as a corona "help" - one time thing, not enough to even cover food for a month. They sent them face masks as well - again, one time thing, plus they send it not during times of need, but at the moment when you could buy masks in every shop for a few coins (they set max. price, which was one of the best things they did). And the quality of the masks they send? Really low, gums in it didn't last, plus they were touched with bare hands during packing. So simply useless.
      They also had a completely useless and overpriced vaccination campaign focused on young generation - in TV and press, not on social media (youngsters don't watch TV anymore here and press is on decline generally). When they started with social media, they chose Tik Tok and payed 2 influencers million CZK for few quick shots about government building tour and interview with few doctors. Whole republic laughed them, it was bizare.
      It's just a few examples of how left parties tried to do something "for people" and made total fools out of themselves. That's the reason why they are out of parliament now, because nobody believes them to not screw up something again after they blew up millions for empty gestures.
      I still believe in left ideals, that state should help their citizens and we should work together (not in communist way, but be social responsible). I got many amazing opportunities thanks to support programs and it would be real shame to go strictly right-wing way, but our "traditional" left-wing parties would bankrupt us really soon.

    One important thing to note. The idea of left and right is quite different here compared to the US. TOP 09, STAN and Pirate party would be all on the left side in the US, while KDU-ČSL on the right. But STAN and TOP 09 are center to right, Pirates center, and KDU-ČSL centrer left (but conservative) here. ANO is called centrist and catch-all party, but most of their actions in the government were rather left.

    • @stickystick1048
      @stickystick1048 Před 2 lety

      I disagree that actions of ANO in government were left. The actions which were left were done by ČSSD and Babiš acted like it was all his work. The actions which ANO did were all either populist or good for big businesses (therefore very much on right). For example lowering the income tax on 15 %, definitely not left at all.
      Also ,if I understood your logic right, the US left and right isn't only about being liberal and conservative, actually all of our parties might be considered left in US, even ODS. The thing is that their spectrum of left and right is all more on right while our (or European) is all more on left. So our right-wingers would be considered center in US while their left-wingers would be considered center hear. But sure that is only about economics. In the social politics it is relatively upside down, it is true that US leftist are usually liberal and rightest are usually conservative while hear it is relatively the opposite. However being liberal or conservative aren't the all factors in the left and right spectrum, not even in USA.

    Hi Jen!
    Overall a great summary!
    I am Czech living in California and do the same thing like you:
    I watch politics in my native country in detail, but only partially in the US.
    Sometimes, I think it is unusual, but it is what it is..
    “Bordel” in Czech politics, as many Czechs describe it, seems to stem from many factors including the fact that czech laws and regulations are constantly changing and subjects of interpretations. The election system itself is as a subject of interpretations without strict or time proven laws governing creation of coalitions. The laws should be more refined.
    Consider the fact, that till 2021 it was not possible to create coalitions BEFORE the election. However some Pirates took this issue to Supreme court few years ago.
    Neither Senat or Supreme court (even though it should be) is politically impartial. (The Supreme Court judge being a member of a political party for years I believe..The Supreme Court, as other Czech courts (Ustavni soud) does not process claims in timely fashion. That does not help either.
    The coalitions before the elections were said to be constitutional 6mo before the 2021 election without no further revision of the whole election process!
    What now seems great to some- all combining against the election winner, might, I believe and I agree with your concerns - become detrimental down the road. Such actions have already proven to fail at municipal levels (cities, okresy a vesnice) of Czech politics. There some municipal coalitions of at least 5 parties also combining against the strongest party and to gain the main post (Primator) had shown to have problems within. However, the municipal coalitiions, all against the election winner, were created immediately after elections.
    Any memorandum of cooperation is not a law. At the municipal level cooperation was signed among 5to 6 different parties (even SPD with Top09= bordel). It even led to changes of political representations 2years leaving city projects unfinished or cancelled. Good example was/is the city of Kladno. The Kladno governance lasted only 2years (2018-2020) till 2 people from “memorandum coalition” joined “at the time the opposition” who gave these 2 individuals better posts leading to immediate reversal as if the winner got to govern immediately after the election of 2018.

    Zdravím Vás, Jen, tímto videem jste prokázala skutečné porozumění frázi "bruslit na tenkém ledě", ale zdaleka si nemyslím, že politika je třaskavé téma jen v Česku. Ale zvládla jste ho s vtipem, elegancí, nadhledem, ostatně jako vždy. Obdivuji Vaše herecké nadání a humor, se kterým zpracováváte videa a vždy se těším na další. V jednom videu jste říkala, že se Češi diví, že chcete být Češkou. Chtěl bych Vám k tomu říci několik poznámek, a protože máte vystudovanou evropskou historii a mezinárodní politiku, nemuselo by to být pro Vás zas tak vzdálené téma. V roce 2018 jsem říkal, že půl života jsem prožil v totalitě a půl ve svobodě, takže si myslím, že opravdu mohu srovnávat. Asi si nedovedete představit, jaké bylo Česko a Praha před revolucí roku 1989. Pokud Čech přijel z ciziny, ze Západu domů vnořil se z radosti a prosperity svobodného světa do svého světa smutku, šedi, rezignace, kde hospodářství nefungovalo. Cizinec žasl nad šedí ulic a měst, kde bylo mnohé otlučené a rozpadající se a nad zasmušilostí místních, jejichž nitro připomínalo neopravované ulice. Tento systém začal v roce 1948 lží a podvody, ukradením majetku těm, kteří ho vystavěli, prohlášení za zločince farmářů, kteří úspěšně hospodařili (kulaci). Všechno, co hospodářsky prosperovalo, bylo prohlášeno za nežádoucí kapitalismus a bylo svěřeno do správy hlupákům, kteří byli jmenováni komunistickou stranou. Měnovou reformou v roce 1953 nakonec obrali o peníze všechny, i chudé a tak se všichni stali ještě chudšími. Obrovské soudní procesy, kde za vymyšlená obvinění byli odsouzeni nevinní lidé. Rozdávaly se tresty smrti za nic, kolik jen utrpení způsobili komunisti. Podle Marxe je stát "organizovaným násilím" a skutečně se takto činil. Někteří Češi se sklonili před komunistickou ideologií, rezignovali, někteří ji uvěřili a tak značná část lidí začala žit ve lži. Po revoluci se divili, že režim dělal takové věci a říkali, že to nejhorší bylo, že jsme nemohli cestovat do ciziny. Víte, co bylo nejhorší, že režim vládl strachem. Strach byl všudypřítomný (to by bylo na dlouhé vyprávění např. film www.csfd.cz/film/6991-bajecna-leta-pod-psa/prehled/ nebo www.csfd.cz/film/4983-ucho/prehled/). Na úřadech se na vás nikdo neusmíval, nikdo nepomáhal, kdo přišel, byl buď podezřelý nebo obtěžoval a stát a úředníci a služby budovaly organizované násilí. V obchodech mnoho zboží nebylo a když bylo, tak si ho prodavačka z různých obchodů vyměňovaly mezi sebou. Mnoho by se dalo vyprávět a vzpomínat, ale chápete, proč jsou Češi zasmušilí smutní a úředníci neochotní. Po těch třiceti letech se ledasco změnilo, ale mnohé zůstalo součástí našeho života.
    Když zabrousíme trochu hlouběji do minulosti, uvidíme další prvek, který formoval českou povahu. Je to vztah s Němci ať s těmi na západě nebo na jihu - monarchie. Tento mocný soused nás vždy ovlivňoval a ať chceme nebo ne, formovali jsme se vedle něj. Francouzi jsou velikostí a silou rovnocenný partner a nepřítel pro Německo, my ne, vždy jsme a budeme menší a přesto chceme žít. Nahlédnutí německého smýšlení o Češích www.idnes.cz/technet/vojenstvi/reinhard-heydrich-prijezd-do-prahy-vhu-80let-nastup-vyroci.A210927_092147_vojenstvi_alv Je pravda, že před německou přesilou nás chránila monarchie, ale i ve Vídni byli Češi spíše jen dělníky. Pro nás to německé vždy znamená to lepší a stále se porovnáváme s tím co je německé a toužíme se tomu vyrovnat od FKK po DIN. Dnes se porovnáváme jak zvládáme COVID, jaká je kvalita potravin, úroveň života důchodců, HDP, zadluženost. My se neporovnáváme s Francií nebo VB, ale s Německem. Zároveň je nenávidíme, protože jsou hrozbou (jako ta hvězdná spolužačka). Češi jsou velice snaživí proto, aby došli uznání od Němců. A nebo aby si ho mohli domyslet. Zase by to bylo mnohem širší vyprávění.
    Jako třetí prvek formující naši národní povahu je národní obrození v 19. století. Samozřejmě ani nejmenší námitka proti zachování češství, jazyka, kultury. Ale opět jsme postavili naše národní sebevědomí na lži Jiráskových románů. Stále si něco o sobě namlouváme, hledáme to velké v dějinách a místo pravdy jsme uvěřili mýtům. To, co je pravdivé a životodárné jsme odmítli (s revolučním voláním proti rekatolizaci) - baroko, které přineslo hospodářský růst, kulturu, náboženský život. Je indícií, že komunistický režim Jiráska předkládal jako vlastní pohled na české dějiny.
    Když by šlo mluvit o typickém českém humoru, pak je to Švejk a Jára Cimrman, právě v nich se odráží česká duše, je to snaha přemoci jak němectví (Švejk), tak komunismus (Cimrman) výsměchem. Je to malé rebelství, protože velké by nás stálo existenci. Švejk a Cimrman je tajná řeč Čechů, ve které se ujišťujeme, že jsme velicí a vítězíme, protože jsme nepřítele porazili výsměchem a pohrdáním. Čistý humor není ventilací smutků a strachů, ale má vycházet z čistého svědomí a ze srdce naplněného radostí a dobrem. Čistý humor neuráží, ale dívá se shovívavě na svět kolem sebe. Takového humoru u nás moc není, takový máte Vy.
    Když se podíváte na Prahu a krásu naší země, vidíte především baroko. A to nejen jako architektonický styl. Co dává Praze jejího magického ducha, je to náboženská myšlenka císaře Karla IV. postavit Prahu jako druhý Jeruzalém místo Kristova kralování. Co je duchem, který vystavěl Prahu, je to křesťanství. Ztráta křesťanství znamená ztrátu všeho, duše, moudrosti, síly, krásy, radosti, pokoje… Možná by bylo zajímavé udělat video a duchovních místech Prahy (od Pražského Jezulátka, přes matku Marii Elektu, svaté uložené ve svatovítské katedrále např. lebka evangelisty Lukáše až po české národní patrony). A pak máte spoustu poutních míst po celých Čechách a Moravě. Připojuji jednu českou písníčku, která se povedla czcams.com/video/Kh__IwfWcYg/video.html Vladimír Jahn

      Okamura is half Czech though, let's be accurate. His mum is from Moravia if I can remember correctly. People talk about him being fully Japanese, when he is not. Regardless of what kind of a person Okamura is, it's sad to see that "mix raced/nationality people" find it hard to belong. He will always be referred to as "the foreigner" in both countries he is from.

    It was easy for me to understand Czech politics... since I was born in Peru and South America pretty much suffers the same way than Europe BUT without an institution like the EU. I can tell you from experience that those coalitions will dismantle and stab each other in the back as soon as they assume their roles. And usually the "divide and conquer" principle will apply letting the most influential group do as they please. But don't be embarrassed, Jen! My Czech wife doesn't know or care to know about politics; she also throws her hands in the air and changes the subject... 🤷🤷🤷

      What is complicated about take paper with your favorite party and drop it into hole?
      You can mark politics on that, but you don't have to, you can just simply vote only for party as whole.
      System of preferences is very simple, party has some list of the most important persons from top to bottom and you can change order of this list by your preference votes, so when you like party, but you don't like someone from their party, you can mark people who you wish to be members of parliament or government. People who are on the bottom of list will not be members of chamber of deputies if party will not get enough mandates to "use" all of them.

    The fact that Babies did not win the election and will be unable to create a coalition government is the most crucial factor for me. The hyper populist Nazi SPD is the only party that would gladly join Babis.
    Communists have also been expelled from the legislature! Also ideal!

    We have many political parties, but only handfull of them are big and influencial enought to actually achieve something (7-10 parties). It usually goes that two, three or four parties, which find common ground in negotiations and have in total over half of the seats in the parliament can create the government. Remaining parties in parliament create the opposition. All other parties (most of currently existing parties) are very small and they are on the edge of the political playground (including the one I voted).
    It is more similar to US than it may seems. The only difference is that you have only two parties that big, while all others are on the edge of the playground.

    Hi, Jen, for me this election was about bringing back politics as it used to be, and should be - struggle for power between different interest parties in public arena, under certain rules. Babiš turned it into constant marketing campaign with one sole goal - to keep his money generating empire untouchable by the government, and actually sucking money from the government. So it was dethroning Babiš so regular politics could return.

Ovšem je pravda, že součástí hlásky "k" je přídech, který splývá s následující samohláskou, a může tak vznikat dojem, že hláska "k" je z celého slova nejvýraznější.

    The true is that even at the beginning I thought, that the bi-party system like it is in UK and US is bringing more stability for the government, the reality is that in the system where you have more parties the parliament is able to more accurate reflect the society. The parties will have cooperate together (many of the coalition parties currently have similar agenda). In UK and in US the current system is broken. We can see that within the parties there are big tension. This is simply due to fact that they are not able to truly represent all kind of views on policies. Example in UK. Not all conservative party wanted Brexit, but the more stronger part have finally overcome. In central Europe we have been able to had a lot of parties in recent years, which came and go. The parliament can be refreshed. In long term I see it as better. People have more chooses. BTW also ANO was pro EU, so the whole parliament except of SPD.

    1. I know there at the wikipedia is written, that ČSSD is the oldest party, but thruth is, there was no other party from the 1948 except comunists, I know, there in the article is section about party in exile (not sure if anybody from those exulants came back to make politics in Czechia)
    I think, that the age of that party is just propaganda from ČSSD
    2. ANO doesn´t mean yes,
    A=akce
    N=nespokojenych
    O=obcanu
    = action of dissatisfied citizens
    3. wish you wait for several days longer (than 15/10) there will be much more fun inside your video

      I´m sorry but you´re wrong - ČSSD really exist during communist regime - it was a part of Národní fronta (it was kind a coalition of KSČ+ČSSD+lidovci, in fact it was more like KSČ+KSČ+KSČ+KSČ+KSČ+KSČ+KSČ+ČSSD+lidovci) - Národní fronta existed as a disguise for communist, so they could proclaim there´s no political oppresion in Czechoslovakia and political competion still goes on, because more political parties here still exists. But leaders of both minor parties (ČSSD and lidovci) were controlled and chosen by KSČ, so they could not diverge from the politics managed by KSČ. And this coalition form unified ballots (guess who had the final say in its filling) and this ballot was the only one you could vote for in election.
